Empower has a problem with Vex Armor(or well, more specifically, chroma in general). If I use empower then vex armor then empower again then elemental ward, Vex armor will not be empowered anymore, so if it hasnt achieved max stats possible while it had empower, it wont anymore even if I use empower + vex armor again(it only refreshes the timer).You can aquire "Empowered Quiver" by farming these locations, npc or missions.
