Kematu is most likely telling the truth. Saadia's story doesn't add up. She claims she's being chased by Thalmor assassins, but Hammerfell is not controlled by the Dominion and the Alik'r would not work for them. If Saadia was loyal to her homeland she would have no reason to fear returning and would not have Alik'r seeking her out.First couple times I killed him, just because the guys irritated the hell out of me, picking on random redguard women. But the more I thought about it, the more I came to the conclusion that she is actually the guilty party. So if I feel like doing the quest (usually ignore it) I turn her over to them.

You'll have access to her later as a companion and you might wish to do so. You can also loot her gear even upon knockout. So you don't get anything more for killing her outright.
